Long confined to corporate responsibility statements, digital eco-design now has a precise framework. In France, the RGESN (general framework for the eco-design of digital services), version 2.0 released in May 2024, sets out 78 criteria across 9 families. It is mandatory for the digital services of the State, of local authorities above 50,000 inhabitants and of public operators, under the REEN act of 15 November 2021.
For private companies, adoption remains voluntary. But it stops being optional as soon as a public buyer is involved, or when a company falls under the CSRD directive: the framework then becomes a natural backbone for sustainability reporting.
Internationally, the W3C has published its Web Sustainability Guidelines, which in 2026 carry a status comparable to that of the WCAG for accessibility. In other words, what used to be good practice is becoming a reference others can hold you to.
This is the argument most often overlooked. A lean site is not only less polluting: it is faster, and therefore more profitable. The figures leave little room for debate.
According to the Portent 2025 study, a page displayed in 1 second reaches an average conversion rate of 9.6%, against 3.3% at 5 seconds — a threefold difference. In the same vein, one extra second of delay is enough to cut conversions by roughly 7%.
The picture is identical on the way out: bounce rate climbs by 32% once loading reaches 3 seconds, and by 90% when it moves from 1 to 5 seconds. Meanwhile 47% of users expect a page in under 2 seconds (Akamai, 2025), and 85% of mobile users demand at least desktop-equivalent speed.
The framework goes well beyond code. Its 9 families span the entire life cycle of a digital service, from strategy to hosting. Here are the levers that speak most directly to a small business:
There is no need to target all 78 criteria on day one. On the sites we audit, the bulk of the gain almost always sits in the same places.
Start by measuring. A performance audit on your five most visited pages usually reveals that images account for most of the transferred weight. Compressing them and converting them to WebP delivers an immediate gain without touching the design.
Then review third-party scripts. Every tracking tool, every chat widget, every externally hosted font adds requests. Many are leftovers from old campaigns nobody looks at any more.
Finally, question the journey itself. A page that gets to the point consumes fewer resources and converts better: functional restraint and commercial effectiveness point the same way.
The strongest argument for eco-design is that it costs you nothing elsewhere. A lighter site mechanically improves Core Web Vitals, which Google uses as a quality signal: organic search benefits.
The overlap with accessibility is just as clear. Clean HTML structure, properly ranked content, correct text alternatives: these requirements serve people with disabilities, search engines and resource restraint at once. One project, three benefits.

The first gains come quickly. Compressing images and cleaning up third-party scripts takes a few days and is often enough to cut loading time noticeably. A full eco-design-led redesign is better planned over a few weeks.
